Rubin is the founder, president, and CEO of Marstel-Day, LLC, an international environmental consultancy established in 2002 to provide expertise to public and private sector organizations in climate change, habitat, open space, water, energy, land use, and natural resource conservation. Prior to founding Marstel-Day, she was the director of the Army’s Environmental Policy Institute, after leading environmental studies and analyses at the Institute for Defense Analyses.

Former Commander and Superintendent, U.S. Air Force Academy

Lt General John F. Regni (USAF, Retired) culminated his distinguished career as Commander and Superintendent of the U.S. Air Force Academy from 2005 to 2009. Among his many contributions was championing the Academy Energy Strategic Plan — putting the Academy on a path to produce 100% of its electricity and become carbon-free by 2025, leveraging solar, hydroelectric, waste-to-energy, geothermal, and biomass resources.

Former Assistant Deputy Commandant for Installations and Logistics, U.S. Marine Corps

Major General E. Gray Payne (USMC, Retired) brings over 40 years of military tactical, operational, and strategic expertise. In his last assignment he served as Assistant Deputy Commandant for Installations and Logistics at Headquarters, U.S. Marine Corps. His command tours as a general officer include Commanding General of Marine Corps Mobilization Command, Marine Corps Logistics Command, and the 4th Marine Logistics Group.

Jennifer Graham manages the Headquarters Air Force Encroachment Management and Community Partnership portfolio for Marstel-Day, encompassing stakeholder facilitation, encroachment control planning, real estate and conservation transactions, and environmental and land use studies. She retired from the U.S. Air Force as a Colonel with 23 years of experience in installation command, strategic planning, and policy formulation, including assignments at the Office of the Under Secretary of Defense for Policy and the National Reconnaissance Office.

Paul Friday serves as Deputy Assistant Chief of Staff G7 and Director of the Government and External Relations Division at Marine Corps Installations East, where he shapes strategy and implements programs to enhance compatible resource use among competing interests in support of the military’s training mission. His work includes utilizing GIS mapping tools to assess scarce resource use and building lasting governmental relationships with states and communities adjacent to military installations.
